MAPP Data Analytic Reports
The MAPP annual reports were updated on the 23rd of February 2026.
MAPP helps education institutions to plan their expected procurement needs over three years. It forms a key part of the Corporate Procurement Plan (CPP), giving a structured, forward‑looking view of the Goods, Services, and Works needs and required.
Each year, completed MAPPs are submitted to EPS. The EPS Data Team aggregates and analyses this information to represent the education sector within the central procurement model, ensuring sector needs are reflected in future national frameworks and procurement arrangements.
EPS categorises all requirements across the 16 Central Spend Categories, along with any education‑specific needs. This supports the production of three‑year forecast reports—essential tools for sector‑wide planning and alignment with national procurement strategies.

Data analytics and reporting are central to EPS operations. They underpin the MAPP and Metrics & Indicators programmes, support organisation‑wide activities such as the Monthly Operations Reports, and reinforce the data‑driven messaging from the Director and Head of Sourcing’s office.

EPS planning and engagement combines strategic data insights with strong collaboration across the education sector to ensure procurement activity aligns with evolving needs. MAPP reporting is applied through a structured, sector‑wide approach in partnership with the Department of Education and Youth (DEY), the Office of Government Procurement (OGP), Education and Training Boards (ETBs), and Higher Education Institutions (HEIs) to identify priorities and support forward planning.
Through regular meetings, surveys, and ongoing collaboration with Category teams, EPS strengthens the use of central procurement arrangements, enhances stakeholder engagement, and supports sector‑focused procurement planning.
The MAPP template is updated annually and is available on request for Higher Education at mapp@educationprocurementservice.ie.
