What is MAPP?

Multi-Annual Procurement Planning (MAPP) is a structured approach to capturing and forecasting procurement requirements across the education sector. It provides a three-year view of planned Goods, Services, and Works, supporting coordinated planning and informed decision-making at both organisational and national level.

Why MAPP matters

MAPP enables a coordinated and forward-looking approach to procurement across the education sector. By providing visibility of future demand, it supports the development of national frameworks, improves planning and resource allocation, and enables more effective and efficient procurement outcomes.

EPS brings together strategic data insights and strong collaboration across the education sector to ensure procurement activity is aligned with evolving needs.

Insights from Multi-Annual Procurement Planning (MAPP) are applied through a structured, sector-wide approach, working in partnership with key stakeholders including the Shared Services Implementation Unit @ the Department of Education and Youth (DEY), the Office of Government Procurement (OGP), Universities, Higher Education Institutions (HEIs) and Education and Training Boards (ETBs).  This supports the identification of priorities and informs coordinated, forward planning.

Through regular engagement activities, including stakeholder meetings, surveys, and collaboration with Category teams, EPS strengthens the use of central procurement arrangements, enhances stakeholder engagement, and supports a more strategic and aligned approach to sector-wide procurement planning.

EPS works with the education sector to plan procurement that meets changing needs. This is supported by clear data and ongoing collaboration.
